Peljesac makes Istria look thrusting. Croatia charms because it is not like busy, over-populated, globalised Europe. It does not gush modernity.

It does not primp itself or sashay down the promenade, showing off its energy. We found no disco in Trstenik, thank the Lord.

The kids (only fourteen and 13) did not mind. They spent their time jumping off the harbor wall into the blue water and eating pizzas as gigantic as Mercedes hubcaps. We took a rough tiny ship out one day and all of them giggled when I made a nonsense of the navigation.

Though it was high season, the place was not packed. Croatia walks along, the service slow, the prices lower than England. The supermarket in Trstenik was not much of a place, but we could buy cheese from an ancient farmer under the hamlet tree.

The adults’ faces here have a lean quality scared, non-public. There’s a lot of current history in Croatia. Perhaps it’s my imagination, but I glance at the middle aged men and wonder what they did in Croatia’s ‘Homeland War’ in the early Nineties, when the Croats fought to free themselves from Serbian-controlled Yugoslavia.

If there’s gravity in these Peljesac men, who can blame them? Miro owns the Villa Silencia we have rented (and true to its name it’s pretty silent, save when the coed cruise boats moor on two nights).

He’s a previous engineer who got sacked in the industrial mess after the war. Every morning, tar-throated Miro noiselessly considers the seafront, watching the lobster pots being emptied. He unobtrusively brings our daughter a large cake on her thirtheenth birthday, then melts into the shadows.

With a few gentle, retreating words he supplies us with grapes from his vine and the juiciest figs I’ve ever eaten. His son takes us out in his speedboat. Miro lives upstairs, sitting in his eyrie and watching the little Mljet ferries chug in and out of Trstenik.

We do the two hour journey to Mljet one day in an oily 12-seater which we christen HMS Sickbucket.

It is skippered by a Tom Conti lookalike who fought in the war and chats up the wives. Mljet is incredibly quiet. Odysseus holed up here for some time. You expect to meet him round each pine tree.

Dalmatia is virtually virgin coast for scores of miles. Lots of the housing appears Napoleonic, though foul houses have sprouted in Orebic, half-an-hour north, where you catch a vehicle ferry to Korcula.

When such a lot of continental Europe’s coastline has been wrecked by moneymen, it looks a miracle the bulldozers and establishment hoteliers have not snatched this lovely place and ripped out its guts.

Croatia has been saved by its political inheritance of red isolation in the Tito years and then the violent struggle against the Serbs. Might that shortly change? Having won their autonomy, the Croats might be about to surrender it again, this time to Brussels.

Depending on a ballot, Croatia could join the EU in 2013. Croatia’s currency is the kuna, but the euro is accepted by some small companies (our boat-hire man quoted his price in euros, but took kunas).

Even without the EU Buck, Croatia’s face is changing. Since 2009, all ECU citizens have been able to buy property in Croatia on the same basis as Croats. Before then, foreign customers had to get permission from the Ministry of Justice a technique that took anywhere from a few months to a few years.

As foreign buyers move in, architectural styles are changing. The place is being tarted up, dollified, its distinctive identity blunted. The same is occurring agriculturally. With wine production now subsidised by the Croatian executive in an EU-related policy, small-holdings are disappearing and the farmyard goats are yielding to something better, less varied.

Politicians and the chattering classes love Stability. Steadiness is good, instability is not.

They typically have a point. Not too much good comes out of heavy political unstableness. Unless it’s the overthrow of a bad regime or dictator, in which case it’s not unsteadiness but ‘people power’.

But what’s stability? Many things are stable till they are not. A home being eaten by termites looks fine and imposing until the instant it collapses.

Hard though it is to believe now, back in the early 1980s the West (above all the Foreign Office itself) hailed post-Tito Yugoslavia as a “pillar of equilibrium in the Balkans”. On my first diplomatic posting in Belgrade (1981-84) the paralysis and stupidity of Yugoslavia’s convoluted ‘socialist self-management’ processes became ever more clear, to me at least. Yet the official policy line stayed. Yugoslavia was a “pillar of stability” and (more importantly) needed to be kept as such. The alternative was inconceivable and should stay forcibly unthought.

As an Embassy Young Turk in these leaden pre-email, pre-fax days I argued about all this inconclusively with the then Ambassador and my other exasperated bosses, plus anyone from London who might listen. They maintained that whether or not I was right and Yugoslavia faced difficult times, it would “muddle through somehow”.

That familiar formula got me thinking. What did it basically mean? Therefore my first FCO rant, in early 1984 : Yugoslavia and the ‘Muddle Through Somehow’ Theory.

My basic point was this. The Muddle Thru Somehow (MTS) metaphor conveyed interesting expectations :

General notions of pragmatism ; a certain degree of homely confusion ; maybe an absence of accurate planning and control (“muddle”) but at least a broad directional sense (“through” ; lack of extreme, surprising, violent or cataclysmic change.

But , I expounded, MTS as a idea seemed sensible only if it did not cover everything. To claim that Europe had somehow muddled through World War 2, or that Japan had ‘muddled through’ Hiroshima and Nagasaki, appeared to miss something rather important about those events. To explain, if the FCO wanted to claim that an MTS situation pertained, it needed at least to think about whether some non-MTS events (for Yugoslavia another civil war or Soviet military intervention to prop up communist rule) might be credible.

I thus pointed to a serious prospect of extreme non-MTS internal tensions rising across Yugoslavia as the republican leaderships played the card of mass nationalism to steer attention from their incompetent corruption : Kosovo was an especially likely flashpoint.

One has an eerie feeling of being perched on a sandcastle with the waters of industrial logic slowly but surely eroding the base.

These exchanges read rather well now, from my viewpoint. Yet it took a bit for the final collapse to occur. Yugoslavia did Muddle Through Somehow. Until it did not.

Therefore the core diplomatic policy maze : over what timescale is success measured?

One of the metaphors I deployed to clarify Bosnia’s issues to bemused Whitehall officials was the tall, steep sand-dune. You rush at the sand-dune and try to get to the top, but find yourself stuck. If only you had seen that robust tuft of grass over to the right before you made your dash! You might have reached that and attempted to drag yourself upwards. But any movement toward it or in any other direction makes you slide backwards.

From good if over-optimistic or maybe gullible inclinations you can finish up in a hopeless place, where no good move is available. This is the reason why the eurozone problem is so troublesome for our top policy-makers.

Eurozone leaders designed a flamboyant gondola for drifting affably round the stylish rot of Venice. They now find themselves swept by an unthinkable (or at the very least unimagined) current into horrible stormy seas.

The vessel is sinking! No life-jackets! The Greek can’t swim! The German is hooting that everyone tighten their belts! The Frenchman blames capitalism! The odious Brits preferred their own tacky dinghy : they watch with cynical amusement from unsettled but still (they suspect) controllable waters.

Essentially, the eurozoners have permitted themselves to get far out of their depth. And they smugly declined to pack any safety kit.

A classic non-MTS situation. Civil servants and big hitters round Europe for decades have been brought up to think in comfy MTS terms. The issue they face in adjusting their thinking or even grasping the true nature of the difficulty is unbearable.

This occurred in the FCO in the late 1980s as the Yugoslav house started seriously smouldering. Our then Ambassador in Belgrade wrote to London encouraging the case that things actually were getting major. The answer?

It actually is not important that much if the Yugoslavs fall out British holiday-makers will just avoid Dubrovnik.

An MTS view that opened the way to many thousands of violent deaths, plus many billions of Brit and global taxpayers’ bucks thrown not extraordinarily successfully at the difficulty. Failing to foretell and plan for non-MTS is expensive,writes tagza.com.

There are times when the US seems an extraordinarily long way from western Europe. Their puzzled television coverage of the football World Cup plays like the work of Venusians. Their taste for cherry-flavoured colas counsels collective derangement.

On a significantly more serious note, that state’s continuing enthusiasm for the ultimate sanction positively chills the blood. I deserve to be more accurate. Capital punishment remains, naturally, depressingly popular throughout the world. Park yourself in a saloon bar or its digital equivalent following any hideous murder and you will most likely, hear any number of calls to “bring back hanging”.

In Dublin, Dubrovnik and Dortmund, a large slice of superbly reasonable individuals still seeks the return of that final retribution.

In too many corners of the US nonetheless , popular will drives the particular obliteration of condemned citizens. On Thursday, Troy Davis, found guilty of murder on extremely trembly evidence, was executed by fatal injection in the state of Georgia. “I am innocent,” Davis declared moments before the needle was applied. “I didn’t have a gun.”

It is fair to point out that there are fewer executions in the States than you might think. “Only” 46 inmates were put to death in 2010. Bear in mind that a troubling 17 of those happened in Texas and as well as feeling a touch more uncertain about the advance of Governor Rick Perry you will admit the state’s authorities aren’t precisely syringe-crazy. Returning to our opening point about the foreignness of America, it is worth noting that, in 2007, Barack Obama, then a rising force, wrote that he supported the ultimate penalty in cases “so heinous, so beyond the pale, the community is justified in expressing the full measure of its concern by meting out the final punishment”.

EU readers could notwithstanding the various lawyerly qualifications be forgiven for rubbing their eyes furiously and looking around to test they had not been taken to Opposite Land.

At this point in his career, Obama was being offered as the fresh face of latt-drinking liberal America. Yet he was supporting a policy that, in western Europe, only parties of the far right include in their manifestos. Welcome to the skinhead fringe, Barack.

The grim truth is that no US presidential candidate stands an opportunity if he doesn’t support capital punishment. It comes as no surprise to hear that, at a recent debate, Perry, a major contender for the Republican proposal, attracted applause when commenting on Texas’s exaggerated taste for murdering its own citizens. It is more sobering to recollect Bill Clinton’s conspicuous flight back to Arkansas to look at the execution of a mentally diminished black man in the 1992 campaign.

Here’s the point. You might disagree the conventional American politician’s disposition towards the ultimate penalty demonstrates that country’s firm respect for democracy. In a land that commonly elects sheriffs, judges and ( beats me ) comptrollers, it would need major courage some might say arrogance to defy the voters on such a significant issue. After all , a recent Gallup poll disclosed that only 29 per cent of US people oppose the death sentence.

And yet. The parliamentary democracies of western Europe have, over the decades, stubbornly, bravely declined to yield to favored strain on this matter. Of course, membership of the Council of Europe restricts individual states from bringing back the death sentence. But there are always votes in stringing up bad guys. Even a futile stipulation of intention would appeal to a wide part of the voters.

Consider a recent ridiculous experiment with well-liked democracy in the UK. The coalition executive promoted the setting up of a domain that would allow visitors to substantiate “e-petitions”. Any adequately popular campaign could, in principle, generate a discussion in the House of Commons. Well, you can see where this is heading. Within days, thousands had voted for a debate on bringing back capital punishment. A 2010 YouGov survey recommended that only 37 % of UK citizens would oppose the reinstitution of the death penalty.

Yet there is , among MPs, no serious support for a change in the law. Regardless of recent comments by retired judge Richard Johnson, who called for a return to executions, the situation remains much the same in this fine country.

For once, it behoves us those of us from the bleeding-heart inclination, anyhow to tip our hats to the officeholders. They aren’t all chickens. They don’t always surrender to the noisiest, angriest voices. The fact that they refused to reach for the rope does not necessarily mean they aren’t listening.
